Programmatic on a small budget: how to buy without wasting half of it
Small programmatic budgets are the easiest to waste. These controls protect them.
Programmatic buying gives you access to inventory across the open web at a price no direct deal will match. It also gives you a supply chain with several intermediaries, a long tail of low-quality sites, and default settings that are not built with a modest budget in mind. The controls below are what stop the leakage.
Know what you are actually paying
- Demand-side platform fee, data fees, verification fees and any agency fee — ask for the full breakdown as a percentage of working media.
- Working media ratio: how much of your spend reaches a publisher. If nobody will tell you, that is the answer.
- Whether you are buying through a supply path with several hops. Supply path optimisation is not an advanced tactic; on a small budget it is basic hygiene.
Cut the inventory that never works
Made-for-advertising sites — pages built to carry ads rather than to be read — absorb an outsized share of open-web budgets. So does mobile app inventory bought accidentally, and so does anything below the fold that technically renders. Start with an inclusion list of sites you would be happy to be seen on rather than an exclusion list of ones you would not; on a small budget an allow-list is far more efficient than playing whack-a-mole.
Set the floor for quality
- Viewability threshold set explicitly, not left on the platform default.
- Invalid traffic filtering on, and reported on separately rather than netted out quietly.
- Frequency caps per user per day and per week. Without them a small budget hits the same few hundred people forty times.
- Brand safety categories set for your business rather than the generic preset.
Where small budgets genuinely win
Retargeting and connected TV, oddly, both work at modest spend — retargeting because the audience is already qualified, and connected TV because a tightly targeted household audience with a frequency cap buys real attention at a manageable cost. Broad prospecting across the open web is where small budgets get eaten.
Programmatic is not a channel to avoid at low spend. It is a channel where the defaults are wrong for you, and where twenty minutes spent on inclusion lists and caps changes the outcome more than any creative decision.

Frequently asked questions.
Often yes, if you target tightly and cap frequency. The cost per completed view can be competitive because the ad is unskippable and attention is high.
A site built primarily to carry advertising rather than to serve readers — high ad density, low-quality content, traffic largely acquired. They pass most technical checks and waste real money.
